הפעולה ההומניטארית: היבטים ביקורתיים

הסמינר ידון בפעולה ההומניטארית הטרנס-לאומית המתמקדת בהושטת סיוע לנפגעי אסון ומלחמה בעולם השלישי ויבקש לפענח כיצד ובאיזה מחיר זכו הפעולה והשיח ההומניטאריים להשפעה כה בולטת בפוליטיקה, בחברה ובתרבות.
חומרי הקריאה יתבססו על ספרות המחקר המתרחבת העוסקת בביקורת ההומניטאריזם בעבר ובהווה.
בעזרת טקסטים תיאורטיים ובעזרת מחקרים המנתחים את הפרקטיקות ההומניטאריות ואת השלכותיהן נבקש להיטיב להבין את ההיבטים האתיים והפוליטיים של הפעולה ההומניטארית ולמפות את דו המשמעויות ואת הדילמות שבהן היא כרוכה.
נעסוק, בין השאר, בסוגיות הבאות: מהם שורשיה ההיסטוריים של הפעולה ההומניטארית וכיצד התגבשו צורותיה העכשוויות? כיצד הפך סבל מרוחק לסוגיה ציבורית ופוליטית? מהם היחסים בין הפעולה ההומניטארית הלא ממשלתית לבין הריבונות, השלטון והכוח? אלו קשיים מעוררת התערבות צבאית שמטרתה להגן על זכויות האדם? באילו אופנים בדיוק קשורה הפעולה ההומניטארית לתהליכי הגלובליזציה? ומהן ההשלכות של התלות הניכרת של הפעולה ההומניטארית במדיה, בדימוי ובתרבות הפופולארית?

חובות הקורס:

  • השתתפות פעילה בשיעורים – חובה.
  • קריאת חומרי הקריאה המחייבים לקראת כל שיעור (כל חומרי הקריאה מצויים באתר הקורס).
  • הגשת שמונה דו"חות קריאה במהלך הסמינר על טקסטים לפי בחירתכם/ן — % 30 מהציון הסופי.
    אורכו של הדו"ח יהיה בין עמוד לשני עמודים והוא ישלח עד לשעה 21:00 בערב השיעור.
    לצד סיכום קצר של הטענות המרכזיות המועלות בטקסט, דו"חות הקריאה יכללו התייחסות לשאלות העקרוניות שהטקסטים מעלים וכן פרשנות או ביקורת משל עצמכם/ן.
    הגשת כל הדו"חות מהווה תנאי לקבלת ציון בסמינר.
  • הצגה קצרה בכיתה של המאמרים שלהם מוקדש השיעור (כ- 20 דקות).
    יש לשלוח פסקה קצרה המתארת את ההצגה המתוכננת יומיים לפחות לפני מועד ההצגה המתוכנן.
  • הגשת נושא לעבודה (בהיקף של עמוד או שניים)
  • הגשת עבודה מסכמת (בהיקף של עד 15 עמודים) — % 70 מהציון הסופי.
